Cannabis in New York
New York's cannabis legalization was a landmark moment given the state's cultural influence and population of nearly 20 million. The MRTA, signed by Governor Andrew Cuomo in March 2021, legalized possession immediately but the retail rollout has been notoriously slow.
The state prioritized social equity in its licensing, reserving the first retail licenses (Conditional Adult-Use Retail Dispensary, or CAURD, licenses) for individuals impacted by the war on drugs. While this was well-intentioned, legal challenges and slow processing delayed the opening of licensed stores.
The NYC Cannabis Scene
New York City is the epicenter of the state's cannabis market. Licensed dispensaries have been opening across Manhattan, Brooklyn, Queens, and the Bronx. New York is unusual in that it allows public cannabis smoking wherever tobacco smoking is permitted, making it one of the more permissive states for consumption.
